Single wall or double wall
The difference is where the secondary containment lives. A single wall tank needs a concrete bund built around it on site. A double wall tank has a second shell built in, so it carries its own containment and lands ready to use.

Rated capacity on a double wall tank is the inner tank. Quoted dimensions are the outer shell.
Price the bund before you compare the tanks
A single wall tank looks cheaper on the price list and often is not, once the concrete bund is designed, poured and cured. If the tank may ever need to move, the bunded tank wins outright — the bund cannot follow it.
