Water tank rules in the UAE, emirate by emirate.

What the law requires, who is responsible, how often, and what happens if it is not done. Every rule names its instrument and links to the source, so you can check it rather than take our word for it.

By emirate

Cleaning your potable water tank.

The obligation sits with the building owner, not with whoever supplied the tank — which is why most owners find out about it at an inspection rather than at purchase.

Dubai

Every building storing potable water, with stricter intervals for schools, healthcare and food premises.

How often must the tank be cleaned?
At least twice a year, cleaned and disinfected, with an internal inspection at least monthly. Schools, healthcare facilities and food premises are held to a shorter interval — every three to four months.
Who is responsible?
The building owner or the management entity, not the tenant and not whoever supplied the tank. Under Dubai Law No. 6 of 2019 the obligations of the old Owners Associations sit with the Management Entity — the developer or a management company appointed by RERA.
Does the contractor need approval?
Yes. The cleaning company must be approved by the Dubai Municipality Food Safety Department, Registration and Permit Section, with the trade licence activity for tank cleaning, FoodWatch registration, cleaners registered as food handlers and supervisors listed as technical contacts.
What records are kept?
A digital water tank cleaning manual and a record of each visit. This is what an inspection asks to see, so keep the report the contractor hands over.

Sharjah

Building owners, with named attention to hotels, schools, nurseries and mosque ablution facilities.

Sharjah publishes no cleaning frequency the way Dubai and Ajman do. Confirm the current interval and the accreditation route with SEWA and the Municipality's Public Health Department directly.

Does the contractor need approval?
Yes. Property owners are required to use a SEWA-accredited cleaning company, and the Municipality's Health Control Section requires hotels, private schools and nurseries to hold a contract with an establishment licensed in Sharjah emirate specifically.
Is it actually enforced?
Yes, and visibly. SEWA inspected 283 sites in the third quarter of 2025 alone, covering 189 water tanks and 94 mosque ablution samples.
What are the penalties?
Sharjah Municipality and Civil Defence apply a fine of AED 10,000 to building owners for maintenance neglect.
How often?
No public frequency is published. Owners are expected to maintain the tank and to be able to show it was done, which in practice means a schedule and a written record.

Ajman

How often must the tank be cleaned?
Every six months, or sooner if the tank needs it.
Does the contractor need approval?
Yes — cleaning may only be carried out by certified companies, and Ajman operates an official accreditation service for water tank cleaning and purifying companies.
Why was it tightened?
A sewage leak at Horizon Towers made more than 190 residents ill. The rules that followed are the direct result, which is worth knowing if you are weighing whether an inspection is likely.
Who does it cover?
Residential buildings, schools, mosques, parks, hotels and government facilities are all named in scope.

Abu Dhabi

All stored potable water, with the interval set by what the tank is made of and where it sits.

This code dates from 2015 and the issuing body has since been absorbed into the Department of Energy. Confirm the current edition with DoE before writing it into a contract.

How often must the tank be cleaned?
It depends on the tank. Concrete and GRP tanks underground or at ground level, twice a year. Roof tanks, annually. Plastic, FRP and GI tanks, annually in either position.
Does the contractor need approval?
Yes. Contractor pre-qualification requires an ADDED licence, three years of demonstrated experience, documented compliance and a quality management system. Staff need certification in cleaning and disinfection, EHS, confined spaces and first aid, with supervisors adding life-saving and emergency management. Competency is reassessed every six months.

Fire water storage

What does the code require?
Fire water held in a tank with two compartments, or two interconnected tanks, with not less than 60 minutes of fire pump capacity.
Why two compartments, practically?
Because one cell stays in service while the other is cleaned or repaired. A single-compartment fire tank means taking the fire system off-line to maintain it, which is the objection that stops most factories doing the maintenance at all.
What triggers it?
Industrial premises and storage occupancies exceeding 3,600 square metres fall inside the requirement.

Capacity thresholds, bunding rules and separation distances sit in the code text. Be cautious of any supplier quoting those figures without showing you the source.

What approval is needed?
A diesel installation will very likely need Civil Defence design approval or an NOC, administered by DCD in Dubai and ADCDA in Abu Dhabi. The submission typically wants drawings, a location plan, a company letter, the trade licence and a tank inspection certificate from an approved company.
Do the Abu Dhabi fuel storage regulations apply to a site tank?
Almost certainly not. Effective 1 September 2023, they govern field-constructed aboveground tanks of 50,000 imperial gallons and above — roughly 227,000 litres — owned by DoE Licence Holders. Those are bulk terminal rules. Anyone applying them to a 10,000 litre site tank is wrong.
Is ADNOC approval required?
No evidence was found that ADNOC Distribution holds a regulatory approval role for third-party diesel tanks. It is a fuel retailer and distributor. A fuel supply agreement may impose tank standards on you as a contract term, which is a different thing from a regulatory approval.

The 2026 update's effective date and space-per-worker figures were not established from public sources. Get the full text from MOHRE before relying on the detail.

What is required of the operator?
Ongoing facility maintenance and periodic cleaning, both through specialised contractors rather than in-house labour.
What about drinking water?
A minimum of one water cooler per 30 workers is specified.
How large is this?
Roughly 1.5 million workers live in labour accommodation across the UAE, and more than 1,800 companies are registered in MOHRE's Electronic Labour Accommodation System.

Healthcare facilities

What does DHA require?
Three days of potable water storage, tanks specified in GRP to BS EN 13280, installed in conditioned spaces, always divided into two equal 50/50 compartments.
How often is cleaning required?
Weekly. That is 104 visits a year against two for an ordinary residential building, and it is the strictest regime in the country.
Can Lionyard supply to this specification?
Ask us before you specify. BS EN 13280 is a standard held by a manufacturer's certification, and we will either produce the supplier documentation for the specific unit or tell you plainly that we cannot. We do not claim a standard we cannot evidence.
